Terminology

Refugee terminology 

refugee
People who have a well-founded fear of persecution because of their race, religion, nationality, political opinion or membership in a particular social group. They are not safe in their own country and thus have to seek protection outside its borders.

foreigner 
A person living or staying in a country he or she was not born in. The person may be only visiting the country, and people usually think they do not speak the language of this country as their native tongue.

immigrant  
An individual who has willingly left his or her native country for example to work in a foreign country and to stay there permanently.

emigrant  
A person who leaves his/her native country to settle abroad. There are many reasons why people might choose to leave their country. Some for political reasons. Some might have found a spouse in another country while on holiday.

migrant worker 
A person working in a country that is not his native state, but is not planning on staying in the country permanently.

asylum Seeker
A person who has fled from his or her native country but does not have a refugee status. These people have a right to stay in the country until a decision has been made on whether they will be sent back or given permit of residence.

quota refugee  
A refugee living outside of a certain country can be resettled there after agreement with the United Nations High Commission for Refugees (UNHCR), or a similar international organisation. This person is a refugee from the arrival in the recipent country. He/she is not an asylum seeker. In 2003 the amount in Finland was 750 persons.

internally displaced person  
Any person who has left his/her residence by reason of real or imagined danger but has not left the territory of their own country.

local integration programme
Refugees with asylum, persons reunited with their family and immigrants with residence permit, are offered a 3 year integration programme, including language courses and assistance with housing, job and education. 

local integration
A word used for the integration of immigrants to the country that has received them.

refugee camp
 A temporary place for refugees to live in while they are waiting for migration to a safe country.

refugee status 
Granted by UNHCR to people who fulfill the requirements defined by the Geneva Convention of 1951.

refugee quota
 A certain amount of refugees a country has committed to receive per year. 

permit of residence
A right to stay in a country which one has sought asylum from.

UNHCR 
Established by the U.N. General Assembly in 1950 during the 20th century to provide protection and assistance to refugees.
